The Ministry of Youth and Sports has announced the immediate cancellation of the ward system at the Monrovia Vocational Training Center (MVTC), following an investigation into the practice and concerns surrounding its administration.
The investigation found that some instructors at MVTC have been identifying unusually large numbers of students as their wards, with individual teachers reportedly having between 5 and 7 students designated as wards. The Ministry considers the practice unsustainable and inconsistent with the need for a transparent, orderly, and accountable system of student administration.
The review further raised concerns that, in some instances, instructors appear to collect money from students and subsequently enroll or accommodate those students at MVTC as their wards. Such arrangements create concerns about the financial relationship between instructors and students and raise questions about fairness, transparency, and accountability within the institution.
Under the new directive, there shall be no wards for instructors or any other employees of the Ministry of Youth and Sports assigned to the Monrovia Vocational Training Center until an appropriate policy is developed and formally instituted.
The Ministry has instructed the administration of MVTC to immediately communicate the directive to all instructors, administrative staff, and other personnel at the Center.
Additionally, no instructor, staff member, or other employee of the Ministry is authorized to collect or solicit funds from incoming students in connection with wards, enrollment, or any related arrangement.
The Ministry has warned that any employee found collecting or soliciting funds from incoming students in violation of this directive will be subject to appropriate administrative action.
The Ministry of Youth and Sports emphasizes that the decision is intended to protect students, promote fairness, and strengthen transparency and accountability in the administration of the Monrovia Vocational Training Center. The Ministry expects all instructors, staff members, and administrators to comply fully with the directive.
